Why a PDF is not the evidence
A PDF can be a useful Evidence Object. It is not automatically the verified unit or the complete decision-state.
Definition
The precise question
A document is one source artefact; decision evidence is the structured relationship between material sources, authority, conditions, judgement and commitment.
Reference model
From category to independent review

Decision evidence
VES decision envelope
Evidence objects
Independent review
The envelope can link model output, runtime records, policy versions, authority records, claims documents, human rationale, external data and approvals while preserving each source's declared limits.
Insurance example
What this looks like in practice
A PDF underwriting note can preserve rationale while still omitting the policy version, data source, authority and system contribution that made the decision consequential.
Evidence map
What a reviewer needs to see
- The document's issuer, version and timestamp
- Relationship to the decision and other source objects
- Integrity, applicability, limitations and replay path
Document versus package
Documents are often essential, but a document export can flatten relationships and remove context. A package declares what the document establishes and what it does not.
A practical test
If a reviewer has only the PDF, can they identify the applicable authority, conditions, system contribution and organisational commitment? If not, the PDF is an input, not the full decision-state.
The VES connection
A published evidence structure
VES 1.2 can wrap a PDF as an Evidence Object inside a Decision Envelope, while preserving the wider package and its verification scope.
Read VES 1.2 for the published Decision Envelope, Evidence Object and verification model.
Boundary
A PDF alone is not automatically VES verified and does not prove the underlying decision was correct, lawful or complete.
