Decision Assurance

Category distinction

Decision assurance vs runtime controls

Runtime controls constrain or record actions while they happen. Decision assurance preserves the wider basis of a consequential act for later review.

Definition

The precise question

Runtime controls answer whether an action was allowed, denied or recorded. Decision assurance answers what evidence, authority, conditions, judgement and commitment formed the organisational decision.

Independent review

The envelope can link model output, runtime records, policy versions, authority records, claims documents, human rationale, external data and approvals while preserving each source's declared limits.

Insurance example

What this looks like in practice

A signed action record may show that a payment was permitted. A claims decision envelope explains the coverage evidence, authority, human review and settlement commitment behind it.

What a reviewer needs to see

  • Policy-enforcement or gateway receipt
  • Business authority and applicable conditions
  • Decision evidence, human judgement, commitment and limitations

A layered relationship

Governance defines what should happen. Runtime controls enforce or observe a system action. Decision assurance preserves how those inputs and people formed a specific organisational commitment.

The standard distinction

Runtime-control receipts, model-gateway logs, signed action records and policy-enforcement records may form part of a Decision Envelope. They do not, by themselves, establish the full business decision-state unless linked to applicable evidence, business authority, human judgement and organisational commitment.

Review the boundary

When the action becomes a consequential commitment, the package should identify the execution boundary and the evidence that crossed it.

The VES connection

A published evidence structure

VES 1.2 accepts runtime-control receipts as possible Evidence Objects, not as a substitute for the full decision-state.

Read VES 1.2 for the published Decision Envelope, Evidence Object and verification model.

Boundary

Runtime-control evidence can be valuable and complete for its own purpose. It does not by itself establish business authority, human judgement or organisational commitment.
